Sweden Central Bank Revives E-Krona Digital Currency Plan

Sweden Reopens the Digital Krona Debate
Sweden's central bank, the Riksbank, is asking lawmakers to reconsider launching a digital krona.
Central bank officials worry that foreign-currency stablecoins and the upcoming digital euro could reduce demand for Sweden's national currency.
An e-krona would give everyday citizens direct access to central bank money in a modern digital form.
Why Sweden is Rethinking Physical Cash
Cash usage in Sweden has fallen sharply over the past decade.
According to Riksbank survey data, only 5% of Swedes used physical cash for their last purchase.
When physical cash disappears, people rely fully on private payment networks.
If foreign digital currencies become easier to use across borders, Swedes might stop using the krona altogether.
If our cash becomes digital and Swedish kronor are not available in a usable digital form, then the krona may not be able to compete with other, more convenient digital payment instruments that can easily be used across borders.
Riksbank Deputy Governor Per Jansson shared this warning in an interview with Reuters at a recent conference.
Risks to Monetary Policy and Financial Stability
In a recent letter, the Riksbank warned that foreign stablecoins could reduce long-term demand for the Swedish krona.
While the central bank sees little immediate threat today, it remains concerned about future risks.
If citizens shift away from the krona, the central bank will find it harder to manage interest rates and protect financial stability.
A Five-Year Legislative Process
A Swedish government inquiry in 2023 previously concluded that an e-krona was not urgently needed.
However, the Riksbank argues that changing payment trends and growing security threats justify a new review.
Developing a central bank digital currency takes a long time. The central bank estimates that legislative and technical preparations will take at least five years.
Because of this long timeline, the Riksbank wants lawmakers to start drafting rules now, even before a final decision to launch is made.
Offline Backup Payments During Blackouts
An e-krona could also serve as a crucial safety net for national security.
The central bank wants the e-krona to support offline payments.
This feature would allow citizens to buy goods during severe power outages or telecommunication failures.
Leveraging European Infrastructure
Sweden may not need to build its digital currency system entirely from scratch.
The Riksbank noted that Sweden could use technical infrastructure developed for the digital euro.
If European Union lawmakers approve the proposed regulations, the digital euro could debut around 2029.
Key Differences: CBDCs vs. Stablecoins
Understanding how central bank digital currencies compare to existing digital payment tools helps explain Sweden's push:
- Central Bank Digital Currency (CBDC): Digital money issued and backed directly by a nation's central bank, holding the exact same legal status as cash.
- Stablecoins: Private digital tokens pegged to sovereign fiat currencies like the U.S. dollar, operated by private companies.
- Digital Euro: A planned CBDC for the Eurozone, designed to streamline digital payments across European nations.
The Broader Impact on Global Payments
Sweden's proactive approach shows how central banks worldwide are adapting to new financial technologies.
As private stablecoins grow in popularity, monetary authorities are working to ensure national currencies remain relevant in an increasingly digital world.
