Malaysia and Thailand Join Singapore for Stablecoin Payments

A Major Step for Cross-Border Digital Money in Southeast Asia
Sending money to another country can often feel like mailing a physical letter in a world accustomed to instant messaging. It frequently involves long waiting times, multiple intermediate fees, and complex tracking steps.
To solve this problem, regional central banks are teaming up. On October 23, 2026, the Monetary Authority of Singapore (MAS) announced that Bank Negara Malaysia (BNM) and the Bank of Thailand (BOT) have joined its BLOOM initiative as policymaker members.
By bringing together three of Southeast Asia's major central banks, this alliance aims to establish standard rules and practical methods for sending regulated stablecoins and tokenized bank deposits across national borders.
What Exactly is the BLOOM Initiative?
Singapore launched the BLOOM project in October 2025 to rethink how digital money moves internationally. The name BLOOM stands for:
- Borderless: Money moves across international boundaries without artificial friction.
- Liquid: Funds remain readily accessible and convertible when needed.
- Open: Systems are designed to connect seamlessly with different networks.
- Online: Transactions happen digitally, available around the clock.
- Multi-currency: The architecture supports different national currencies in a single framework.
The primary goal of BLOOM is to unite financial regulators, commercial banks, and technology pioneers under one umbrella. Instead of having every financial institution build its own isolated payment network, BLOOM encourages participants to design unified frameworks that everyone can use.
Understanding Regulated Stablecoins and Tokenized Deposits
To understand why this initiative matters, it helps to look at the two types of digital assets being focused on: regulated stablecoins and tokenized bank deposits.
1. Regulated Stablecoins
Stablecoins are digital tokens whose values are tied directly to conventional fiat currencies like the US Dollar, Singapore Dollar, Thai Baht, or Malaysian Ringgit. Unlike non-pegged cryptocurrencies, stablecoins aim to maintain a constant, stable value. Regulated stablecoins are backed by liquid reserves and operate under official legal oversight.
2. Tokenized Bank Deposits
Tokenized bank deposits represent regular bank money recorded on a shared digital ledger. Think of them as electronic claim tickets for funds held safely inside a licensed commercial bank. Because these claims are digitized on a ledger, they can settle instantly between institutions.
The Current Friction in International Payments
Why do we need modern frameworks like BLOOM in the first place? Today, cross-border payments rely heavily on traditional correspondent banking networks.
When a company in Thailand pays a supplier in Malaysia, the payment often passes through multiple intermediary banks. Each intermediate stop checks the payment, deducts a fee, and converts currencies, causing delays and adding expenses.
Furthermore, if financial institutions want to use digital money today, they usually have to establish custom, one-on-one agreements with every individual foreign counterparty. This process creates high technical integration costs and administrative overhead.
How Malaysia, Thailand, and Singapore Aim to Fix It
With Bank Negara Malaysia and the Bank of Thailand joining Singapore, these central banks are working to establish standard rules for technical interoperability, currency exchange, and settlement processes.
Instead of setting up dozens of separate technical connections, banks will be able to adopt a single shared framework. This shared approach offers clear operational advantages:
- Lower Costs: Reduced need for custom bilateral agreements lowers expenses for financial firms.
- Faster Rollouts: Financial institutions can introduce cross-border digital payment products to market more quickly.
- Better Interoperability: Payments can move smoothly between different technologies and payment service providers.
Built-in Security, Sanctions, and Regulatory Safeguards
Speed and efficiency must never compromise financial security. The central banks emphasized that security controls remain a cornerstone of the BLOOM project.
The three central banks and private-sector partners will collaboratively design rigorous safeguards, including strict identity verification (Know Your Customer or KYC), automated sanctions screening, and real-time transaction monitoring.
These controls ensure that cross-border digital token transfers satisfy international standards set by global bodies like the Financial Action Task Force (FATF), while respecting each individual country's domestic legal regulations.
Official Commentary from Central Bankers
Leadership from participating central banks expressed optimism regarding the potential of collaborative digital payment frameworks.
"The world of payments progresses rapidly. Bank Negara Malaysia looks forward to exploring frictionless cross-border payments through BLOOM alongside fellow central banks and industry partners."
These comments from BNM Deputy Governor Aznan bin Abdul Aziz highlight how multiple forms of regulated digital money are steadily transitioning from experimental concepts into practical monetary tools.
Managing Expectations: What Happens Next?
It is important to keep in mind what this announcement represents and what it does not.
The official statement does not signal an immediate consumer launch of a single shared regional stablecoin or a unified digital currency. Rather, it marks a foundational policy step to establish clear rulebooks, risk controls, and settlement standards.
By building common frameworks first, Malaysia, Thailand, and Singapore are helping lay the groundwork for safe, low-cost, and efficient digital payment options across Southeast Asia in the years ahead.
