แต่ในอีกด้านหนึ่ง Bitcoin ได้เปลี่ยนตำแหน่งของ El Salvador บนเวทีโลก ได้ทำให้ประเทศขนาดเล็กในอเมริกากลางกลายเป็นหนึ่งในประเทศที่มีบทบาทโดดเด่นที่สุดในการผลักดันนโยบาย Bitcoin และสินทรัพย์ดิจิทัลในระดับรัฐ

Five Years of El Salvador’s Bitcoin Experiment: From Everyday Cash to Strategic Reserve

On September 7, 2021, El Salvador made history as the first sovereign nation to declare Bitcoin legal tender.

At the time, President Nayib Bukele’s administration laid out a clear vision: weave Bitcoin into the fabric of everyday commerce. From buying groceries and paying for services to receiving cross-border remittances, the goal was to transform the cryptocurrency into a mainstream medium of exchange. Five years later, the reality looks vastly different.

The original narrative of Bitcoin as a daily payment method has given way to a macro strategy focused on nation-state accumulation, energy policy, and digital asset regulation. By 2026, El Salvador’s Bitcoin holdings function far more like a sovereign strategic reserve than a currency used on Main Street.

2021: The Push for Everyday Cash

In late 2021, El Salvador officially placed Bitcoin on equal legal footing with the U.S. dollar. To bootstrap adoption, the Bukele administration built out state-backed infrastructure almost overnight.

The flagship tool was Chivo Wallet, a government-sponsored app loaded with a $30 Bitcoin incentive for every Salvadoran who registered. The original Bitcoin Law even mandated that merchants accept the asset under defined legal conditions.

The strategy was straightforward: drive transactional adoption first, with sovereign asset holdings as a secondary priority.

Adoption Stalemate: Legal Tender Meets Citizen Skepticism

Granting Bitcoin legal status did not automatically shift consumer behavior. Research from the National Bureau of Economic Research (NBER) showed that while Chivo Wallet sign-ups spiked initially — driven largely by the $30 sign-up bonus — active usage plummeted shortly thereafter. Bitcoin failed to displace cash for everyday shopping, bill payments, or household savings.

Data from the Instituto Universitario de Opinión Pública (Iudop) painted a similar picture: by 2024, roughly 92% of surveyed Salvadorans reported using zero Bitcoin for daily transactions. While this didn’t mean Bitcoin usage was entirely dead, it confirmed that the asset was nowhere near becoming a primary payment mechanism.

Did Remittances Shift to On-Chain Channels?

A core pillar of the legal tender pitch was lowering the cost of cross-border remittances — a critical economic lifeline for a country where millions rely on money sent from relatives abroad.

Despite hopes that crypto rails would upend legacy money transmitters, data from the Banco Central de Reserva de El Salvador (BCR) shows cryptocurrency wallets consistently captured less than 2% of total incoming remittance volume, frequently hovering under 1%. Traditional financial institutions and money transfer operators retained their dominant market share.

2022–2023: Pivot to a Sovereign Technology Play

As retail adoption stalled, San Salvador pivoted its Bitcoin strategy toward macro-level state policy.

The government institutionalized its accumulation by initiating a steady “1 BTC per day” buying program and established the National Bitcoin Office (ONBTC) to oversee crypto-related state projects. The administration also tied Bitcoin to natural energy resources, utilizing geothermal power from volcanoes for state-run mining operations, while establishing a formal regulatory framework for digital assets.

The narrative shifted dramatically: Bitcoin was no longer presented merely as money for the public, but as a catalyst for sovereign energy, technology, and capital deployment.

2024–2025: Regulatory Realignment with Legacy Finance

A major turning point arrived during El Salvador’s negotiations with the International Monetary Fund (IMF) for a $1.4 billion credit facility.

To secure international financing, the government scaled back key elements of its Bitcoin legislation. Merchant acceptance requirements were made strictly voluntary, the state rolled back its direct operational reliance on Chivo Wallet, and fiscal policies were adjusted to mitigate sovereign balance-sheet risks.

Rather than abandoning Bitcoin, El Salvador compromised on its mandatory usage rules to allow its crypto policy to coexist alongside legacy global financial systems and multilateral regulations.

2026: The Sovereign Reserve Model

Looking back from 2026, El Salvador’s Bitcoin framework has evolved into a strategic reserve model. The push for forced retail adoption has been replaced by voluntary merchant participation, while the state focuses on sovereign wealth positioning.

So, what do these five years teach the crypto industry?

If measured against the 2021 goal of transforming a national medium of exchange, the experiment fell short of its initial promise. Everyday retail adoption remains marginal, and crypto rails failed to disrupt the broader remittance market.

Yet from a geopolitical and brand equity standpoint, the bold policy put a small Central American nation at the epicenter of the global digital asset industry. It transformed El Salvador into a primary hub for crypto capital, attracting international entrepreneurs, corporate investment, and global mindshare.

As the country marks five years of its Bitcoin journey, the central question is no longer whether Bitcoin works as daily cash, but how a sovereign nation successfully adapts a digital asset strategy to fit the realities of global finance.
