How Will Texas's New Governor Impact Bitcoin Mining?

Big Moves in Texas: BitcoinBTC+3.06% Mining Meets Artificial Intelligence
Bitcoin miner Riot Platforms has been making headlines with a major shift in its business strategy. Over recent months, the company sold off a massive portion of its Bitcoin reserves to fund a pivot into artificial intelligence (AI) data centers across Texas.
However, this bold expansion has hit an unexpected plot twist. Just one day after Riot signed a historic $28 billion AI lease, Texas voters elected a new governor who has promised to freeze new data center permits.
How Riot Emptied Its Bitcoin Stash in One Quarter
Riot's third-quarter financial results show a dramatic reduction in its cryptocurrency treasury. In June, the company held 11,380 Bitcoins. By September 30, that total dropped down to just 2,418 coins, representing a roughly 79% decline in its holdings.
Between January and September, Riot sold a total of 20,264 coins, generating approximately $1.5 billion in revenue. Most of these funds were funneled directly into building out data center infrastructure.
Looking strictly at the third quarter, Riot mined 1,637 new coins. When factoring in its starting balance and production, the company sold about 10,600 Bitcoins during those three months alone.
Back in September, observers at BeInCrypto questioned whether Riot would sell off 5,821 Bitcoins that were unlocked after paying off a Coinbase loan. Today, Riot holds less than half of that number.

Inside the $28 Billion AI Campus Deal
On Wednesday, Riot officially finalized a $28 billion lease agreement. Under this contract, Riot is renting out its entire Corsicana, Texas campus to an undisclosed AI research laboratory.
When combined with its previous commercial deals, Riot now boasts approximately $38 billion in contracted rent. This move highlights how major crypto miners are leveraging their massive electrical capacity to power the demanding workloads of artificial intelligence.
Enter Governor Gina Hinojosa: A Shift in Texas Energy Policy
The political landscape in Texas shifted on Tuesday when Democrat Gina Hinojosa won the state governor's race. She is set to take office this coming January.
During her campaign, Hinojosa promised to take immediate action regarding high-energy facilities. According to a report by Texas Monthly, she pledged to issue a moratorium on all data center permits until the state Legislature can establish codified regulations.
"Tonight, I make a solemn promise to every single Texan. Whether you voted for me or Governor Abbott, or felt so betrayed by a broken politics that you did not vote at all. Hear what Texas said today, loud and clear: Your government belongs to you. And as your governor, I will…" — Gina Hinojosa via X on November 4, 2026.
What Could a Data Center Moratorium Mean for the State Grid?
Financial analysts at Jefferies evaluated the potential fallout of a temporary permit freeze. They estimated that a moratorium could place up to 13.3 gigawatts of planned Texas data center projects at risk.
Concerns over the state's energy grid are not entirely new. Back in September, outgoing Governor Greg Abbott temporarily halted state environmental permits for data centers until a comprehensive grid audit could be completed.
According to law firm Bracewell, that state grid audit is expected to wrap up around mid-December.
Decoding Hinojosa's Plan: Regulations Over Absolute Bans
Although headlines highlight a potential permit freeze, Hinojosa's actual proposals focus primarily on setting strict terms for operators rather than imposing permanent operational bans.
Her campaign outlined several core regulatory proposals for state lawmakers:
- Eliminating state tax breaks and subsidies for data center developments.
- Requiring operators to provide proof that local household electricity and water bills will not rise due to their facilities.
- Establishing stricter environmental and resource-sharing accountability.
For Riot, their new Corsicana lease structure offers some protection. The contract specifies that the tenant lab is responsible for paying all of the site's power costs.
This setup aligns with broader tech industry trends. Back in March, OpenAI and six other prominent technology firms gathered at the White House to pledge to "build, bring or buy" their own power supply for major infrastructure expansions.
It is also worth noting the political realities of state governance. While a Texas governor can issue directives to state administrative agencies, changing tax incentives requires formal legislation passed by the Texas Legislature. Notably, Riot's quarterly financial filings made no mention of the election results.
What Riot Shareholders and Market Observers Are Watching Next
Investors responded to the initial leasing announcements ahead of the market opening on Wednesday. Shares of RIOT stock rose 13.9% to $15.97, according to data from Yahoo Finance.
Please note: Stock prices and market valuations can fluctuate significantly due to changing political and economic conditions. Past stock performance is not an indicator of future market returns.
Moving forward, key stakeholders are watching three critical milestones on the Texas horizon:
- Mid-December 2026: The release of the official Texas electrical grid audit report.
- January 2027: Governor-elect Gina Hinojosa officially takes office in Austin.
- September 2027: The scheduled completion date for the first 400 megawatts of power capacity at Riot's Corsicana facility.
Riot is far from alone in this transition. Across the United States, several leading crypto miners are reallocating gigawatts of power capacity to artificial intelligence. How Texas balances energy grid stability with economic development will likely set a major precedent for both the crypto and AI industries.
